COPE has received some exciting news from Plataforma NNAPES (the group of 10 organisations across Latin America and the Caribbean working with and on behalf of children with imprisoned parents). The Argentinian-based members of NNAPES, ACIFAD (Families of Prisoners Association) and CWS (Church World Service) alongside the People Deprived of Liberty´s office of the National Ombudsman, and the “Procuración Penitenciaria de la Nación” have been spearheading the creation of the first ever national roundtable to respond to the needs of the estimated 110,000 children of imprisoned parents in Argentina.
Within the framework of this initiative, the abovementioned organisations decided to start using the Spanish translation of COPE’s Memorandum of Understanding as a template for creating a similar document in Argentina. Plataforma NNAPES aims to address the issue of children of prisoners, and bring their rights and needs to the forefront of regional and national political agendas. NNAPES has been very active at the local and regional level carrying out awareness-raising and advocacy work. As an example, last year, the Plataforma participated in a hearing at the Inter American Commission of Human Rights.

The original Memorandum of Understanding (MOU) on children of imprisoned parents is a signed agreement between the Italian Minister for Justice, the National Ombudsman for Childhood and Adolescence and COPE’s Italian member, Bambinisenzasbarre, concerning the protection and promotion of the rights of children with imprisoned parents. This is a huge milestone, not only for Bambinisenzasbarre, but for the COPE network as a whole. The Memorandum of Understanding outlines the rights that children of prisoners have as well as providing guidelines for creating a more suitable space for children visiting their parent in prison. The Memorandum of Understanding aims to protect the best interests of children of prisoners. The Italian original was signed in 2014 and is due to be renewed in 2016.
The child protection actors, judicial bodies and other relevant players that formed the roundtable in Argentina met for the second time in late April. They all received a copy of the Memorandum and committed to read it and evaluate how it can be adapted to the Argentinian context.

El MOU de COPE utilizado como modelo y guía de trabajo en Argentina
COPE ha recibido una muy interesante noticia desde Argentina. La Plataforma NNAPES (una iniciativa regional conformada por 10 organizaciones de la sociedad civil de América Latina y el Caribe que trabaja en favor de Niños, Niñas y Adolescentes con Madres o Padres Encarcelados). Los miembros argentinos de la Plataforma, ACIFaD (Asociación Civil de Familiares de Detenidos) y CWS (Church World Service) junto a la oficina de “Personas Privadas de Libertad” del Defensor del Pueblo de la Nación y la Procuración Penitenciaria de la Nación se encuentran liderando las acciones de una mesa de trabajo cuyo objetivo principal es comenzar a visibilizar y atender las necesidades específicas de los aproximadamente 110.000 NNAPEs que viven en Argentina.
En este marco, es que las organizaciones mencionadas han comenzado a utilizar la versión en español del Protocolo de acuerdo de COPE como documento guía y modelo para la elaboración de un documento similar en Argentina.
Esta una acción impulsada por organizaciones de la Plataforma a nivel local que se enmarca dentro del plan de acciones a nivel regional de sensibilización e incidencia que la misma viene realizando. Este boletín incluye las principales acciones llevadas adelante durante 2015 entre las cuales se destaca la audiencia temática realizada ante la Comisión Interamerican deDerechos Humanos.
El Protocolo de acuerdo sobre niños con padres privados de libertad es un acuerdo firmado entre El Ministerio de Justicia, La Autoridad Garante de los derechos de la infancia y la adolescencia italiana y Bambinisenzasbarre ONLUS, miembro de COPE, que busca asegurar el cumplimento y la protección de los derechos de niños con padres privados de libertad. La firma del Protocolo representó un gran logro, tanto para Bambinisenzasbarre, como para toda la red de COPE. El Protocolo enumera los derechos de los niños de padres privados de libertad y provee guías para crear espacios más adecuados para niños que visitan a sus padres en prisión. El Protocolo de acuerdo es, en resumen, un documento designado para proteger el interés superior de los niños con padres privados de libertad. El Protocolo de acuerdo Italiano fue creado en el 2014 y será renovado en el 2016.
Las autoridades de niñez, judiciales y estatales de diferentes jurisdicciones y todos quienes forman la mesa de trabajo recibieron el pasado jueves 21 de abril una copia de protocolo y se comprometieron analizarlo detalladamente con vistas de la próxima reunión.
