Children’s Ombudsman’s Office Croatia played a crucial role in lobbying the Council of Europe to ensure that they include children who are affected by parental incarceration in their Strategy for the Rights of the Child 2016-2021. Children of imprisoned parents are now considered a group of vulnerable, marginalized children in this new Strategy. The Ombudsman’s Office was successful in their efforts to expand the frame for children of prisoners—a first with respect to the Council of Europe’s child rights strategies.

The Strategy for the Rights of the Child comes out of the recognition of the United Nation’s Convention on the Rights of the Child (UNCRC), in which all objectives of the European Convention on Human Rights are anchored. The five main priorities of the Council of Europe Strategy for the Rights of the Child 2016-2021 are to ensure:

equal opportunities of all children,
participation of all children,
a life free from violence for all children,
child-friendly justice for all children, and
the rights of the child in a digital environment.
